Both Luke and Paul speak constantly of the provinces rather than of the cities. Thus Paul was forbidden to preach the word in Asia, he was called from Troas not to Philippi, not to Thessalonica, but to Macedonia. Speaking of the collection for the saints at Jerusalem Paul says that he boasted that Achaia was ready a year ago. The suggestion is that in Paul's view the unit was the province rather than the city. The European default is to think of groups of believers in terms of "Churches" - the places where believers meet; this is a mute concept in Tanzania - believers should be thought of in terms of groups of commuting people, often having to move to where there is work.
